| 乡村振兴战略目标的实现，关键在于农民主体性的有效激活。而激活农民主体性的核心议题， 是以体制机制变革达致还权赋能。为深入理解乡村振兴背景下产业发展激活农民主体性的作用机理， 研究以利益牵引为视角，以还权赋能为主线，着眼产业发展与农民参与的双向互动，建构了基于“契合度—参与性”的牵引式治理分析框架。以陕西省礼泉县 Y村为个案，以产业发展激活农民的主体性，关键在于构建牵引式治理的衔接机制、参与机制、共赢机制和培育机制。而理想型牵引式治理的迁移扩散，需要实现乡土逻辑、利益逻辑和制度逻辑的有效契合，实现产业的嵌入与融合，强化农民的组织和参与，落实多方的合作与共赢。 |

| The key to the realization of the goal of rural revitalization strategic lies in the effective activation of farmers’ subjectivity, and the core issue of which is to achieve right restitution and empowerment through institutional mechanism reform. In order to deeply understand the realization mechanism of industrial development to activate farmers’ subjectivity under the background of rural revitalization, this paper studies the traction governance analysis framework based on “fitness-participation” from the perspective of interest traction, focusing on the two-way interaction between industrial development and farmers’ participation.Furthermore, taking Y Village in Liquan County, Shaanxi Province as an example, it is considered that the key to activate farmers’ subjectivity by industrial development lies in the construction of the connection mechanism, participation mechanism, win-win mechanism and cultivation mechanism of traction governance. The migration and diffusion of ideal traction governance needs to realize the effective combination of local logic, interest logic and institutional logic, realize the embedding and integration of industries, strengthen farmers’ organization and participation, and implement multi-party cooperation and win-win. |
