乡镇治理结构调适是乡镇治理研究的基础性问题。当前乡镇治理结构主要受技术嵌入科层体制带来的乡镇治权刚性的影响,县域治理“泛中心化”突显,乡镇面临多任务同治下的负荷运转和回应过密化等结构性困境,促使乡镇政权采取非正式的调适机制,即通过接点构造和组织再造进行双重治理结构调适。乡镇政权通过吸纳治理和统分治理等机制提高了乡镇治理效率和适应性,完成各类上级中心任务。乡镇治理结构双重调适与县域治理泛中心化的适配具有多重制度逻辑,它既是国家治理现代化目标与基层治理能力的适配,也是基层治理锦标赛和基层治理结构的适配,更是非正式行政体制与非规范化乡土社会的适配。 |

The adjustment of township governance structure is a fundamental issue in the research of township governance. The current governance structure of townships is mainly influenced by the rigidity of township governance brought about by the embedding of technology into the hierarchical system. The ″decentralization″ of county governance is highlighted, and townships face structural difficulties such as overloaded operation and overcrowding responses under multi task governance. These difficulties have triggered township governments to adopt a non-formal dual institutionalized structural adjustment mechanism, that is, to adjust through contact structure and organizational restructuring. The township government has improved the efficiency and adaptability through mechanisms such as absorptive governance and mobilization governance, and completed various central tasks. The dual adjustment of township governance structure and the adaptation of county governance decentralization possess multiple institutional logics. It is the adaptation on the goal of national governance modernization and grassroots governance capabilities, and it is the adaptation of grassroots governance competition and grassroots governance structures, and also the adaptation of informal administrative systems and non-standard rural society. |
