| The Operation Logic of township and its regime attribute are the basic problems in the study of political theory of town governance. In the current township operation is mainly squeezed by the triple pressure of system regulation, social supervision and resource shortage, and the transactional pressure of towns governance is prominent, to urge the township government to adopt pressure regulation and control strategy to promote different public affairs inventory management, normal supervision, dynamic prevention and control and movement-type governance, the governance of township presents the logic of “Regulationism”. The decomposition and reorganization of the pressure structure, the classification of governance affairs and the allocation of governance resources of the township government show that it is a relatively autonomous and dynamic “Regulatory”regime. However, the internal control strategy of the township government can easily lead to the development of “Governance internalization”of the township government, which limits the improvement of the township government’s governance ability. In view of this, the reform of the governance system at the grass-roots level is required to give the township governments the space and financial resources to expand the governance resources and cultivate the governance power, and to establish an “Integrated governance of authority”order in line with the reality of town governance, really promote the grass-roots consultative co-governance and simple governance. |
