| 基于推进乡村振兴战略的现实需要，考察乡村治理转型具有重要意义。研究以乡村治理体系为对象，从内涵阐释、生成机理、运作机制三个维度探讨治理吸纳自治。治理吸纳自治是在乡村振兴背景下，对乡村治理体系发生变化的总体性归纳，突出国家行政力量对乡村自治力量的目标性规划、过程性引导、规范性覆盖、结果性赋能。在乡村振兴过程中，党和国家将治理主体还原为具体的社会主体，以利益关联撬动主体关系，以责任互动生成权力链接，以资源动员联动乡村主体，构建治理吸纳自治的乡村治理格局。运行机制既是治理吸纳自治的权力配置，又是实现治理效能的关键。中心重塑优化治理吸纳自治的领导核心；协商治理完善治理吸纳自治的权力运行规则；“三治融合”拓展治理吸纳自治的权力运行空间；数字技术则进一步赋能治理吸纳自治，提升乡村治理能力现代化。 |

| The examination of the transformation of rural governance is considered significant in light of the practical needs of advancing the rural revitalization strategy. This study concentrates on the rural governance system, delving into the integration of governance and autonomy from three perspectives: conceptual interpretation, generative mechanism, and operational mechanism. The integration of governance and autonomy is a comprehensive summary of the changes in the rural governance system under the backdrop of rural revitalization, emphasizing the state's administrative power in the goal-oriented planning, process guidance, normative coverage, and result empowerment of rural autonomous forces. In the process of rural revitalization, governance entities are restored to specific social entities by the party and the state, leveraging interest connections to activate relationships between entities, generating power links through mutual responsibility, and mobilizing resources to connect rural entities, thereby constructing a rural governance pattern that integrates governance and autonomy. The operational mechanism serves not only as the power allocation of governance absorbing autonomy but also as the key to achieving governance effectiveness. The optimization of the leadership core of governance absorbing autonomy is achieved through the reshaping of the center; the improvement of the power operation rules of governance absorbing autonomy is accomplished through consultative governance; the expansion of the power operation space of governance absorbing autonomy is achieved through the integration of governance by law, morality, and self-discipline; and the empowerment of governance absorbing autonomy is furthered through digital technology, enhancing the modernization of rural governance capabilities. |
