The development of urban-rural integration has brought about changes in the attributes of grass-roots governance affairs and challenged the hierarchical governance mechanism of Township Government and Villagers’ Self-Management. Embeddedness of information technology has facilitated the transformation of the simple governance, but a system of technological simplification divorced from the needs of the entity governance would neglect the co-governance mechanisms for overlapping cross-boundary affairs, leading to a paradoxical pattern of grassroots governance in which formal clarity and practical ambiguity coexist. As a result, grassroots governance is faced with a dilemma in which, on the one hand, positive actions by higher levels of government are difficult to change the negative behaviors of grassroots organizations, and on the other hand, there are only a limited number of subjects cooperating in the process of resolving matters at the grassroots level. The experience of technological empowerment in B-town in the suburbs of Beijing reveals that by strengthening the coordination of relations among multiple subjects in the process of governance, adding appropriate governance elements and constructing a flat management mechanism according to the needs, it is possible to fill in the abortion of the capacity structure of grass-roots governance, promote the modernization of simple governance, and realize the simplicity and high efficiency of cooperative governance. In order to realize the effective operation of the technology-supported simple governance model, it is necessary to improve the elemental articulation and complementary governance mechanism, and to consolidate the main-auxiliary structure. |
