The factional logic of village level political operation is the root of low efficiency of rural governance. “Inward human relationship” leads to “factional logic”， and village politics fell into the control of clans and factions. Therefore， the complicated institutional arrangement has constrained the governance vitality and brought about the pattern of “institutional overload”. The village bureaucrats easily escape the institutional constraints through “strategic evasion”and continue to serve “their own people” according to the “inward human relationship mechanism”. The circulation system of inward human relationship mechanism，factional logic，institutional overload and strategy evasion constitutes the factional logic system of village politics. One of the social consequences of the political factional logic at the village level is the production of “Speculative Broker”，which in turn becomes the maker and promoter of the factional logic. In the implementation of Rural Revitalization Strategy，it is an urgent task and basic path to suppress and eliminate “Speculative Broker” to promote the effective rural governance.
