Abstract:In recent years, there have been major adjustments in the structure and governance of the grassroots government, and the rigidity of the county governance system has become more obvious. This has led to the loss of the town government's "constrained autonomy", but regenerated the town government's "dependent autonomy". The town government uses its dependence on the county government as a platform, to open up a new space for autonomy, through the highly mobilized town government cadres, in-depth interpretation of policies, and extensive prevention of small-probability incidents, with the purpose of optimizing policies to higher levels. The implementation method of the government responds to the needs of national governance within the bureaucracy. Although "dependent autonomy" can trigger high-intensity mobilization of township government officials and policy interpretations tailored to local conditions, it does not help rebuild the institutional channels for the masses to express their governance needs and preferences. There is a governance risk that may cause the "suspension" of grassroots government.
