Abstract:Analytical tools based on multiple institutional logics found that there is tension between the state and farmers over who to plant, what to plant, how to plant and how to incentivize grain cultivation. The promotion of agricultural socialization services is difficult and food farmers are relatively poor. The country follows political logic, the purpose is to build a strong national food security defense line, and firmly hold the Chinese people's rice bowl in their own hands. Farmers follow economic logic. Rational small farmers aim at maximizing family economic benefits. Growing grain cannot help farmers achieve "getting rich". The state's behavior of "government asking for food" and "peasants asking for money" is difficult to couple. The political logic of the country has the problem of one-way and one-sidedness, ignoring the economic logic of farmers, the logic of demand hierarchy, and the logic of the market. Therefore, the tension between the national political logic and the farmers' economic logic should be adjusted by market logic, and an inclusive "one body and two wings" multi-grain growing logic relationship should be constructed, so as to coordinate the combined forces of multiple logics (state, farmers, and market) and realize the national "Growing grains to increase production", farmers' "growing grains to increase income" and "growing grains to get rich" are the double results.
