Abstract: Taking 20 economic associations (administrative villages) in Guangzhou as an example, this paper studies the efficiency of village collective public expenditure structure, and analyzes the impact of rural collective economic organization public expenditure on Villagers' happiness by constructing a model. It is found that villagers' happiness is positively correlated with public service expenditure and dividend expenditure, and negatively correlated with operating expenditure and administrative expenditure, among which administrative expenditure has the greatest impact; The level of collective economy plays a regulatory role between public expenditure and happiness . Villagers' happiness does not grow synchronously with public expenditure. The marginal utility of public service expenditure of village communities with low level of collective economy on happiness is greater. The structure of public expenditure and the content of public service expenditure should be determined according to the level of collective economy, and the proportion of administrative expenditure should be strictly controlled.
