Abstract:At present, China has entered the era of strong country, the administrative trend of grass-roots governance has been continuously enhanced, the relationship between administration and autonomy has changed. The practice of grass-roots governance in Z Town, Chaozhou, Guangdong Province has built rural relationship structure of administrative nested autonomy by re-selecting the village leader, giving institutional space and activating village cadres. Administrative nested autonomy emphasizes the overall control of the administrative power over the autonomous power, and the autonomous space of the autonomous power under the overall control. In concrete practice, administrative nested autonomy distributes responsibilities and rights and coordinates contradictions through the working mechanisms such as task contract system, pressure release method and strategic criticism method, showing the characteristics of stable rural relationship structure and effective grass-roots governance. Administrative nested autonomy follows the governance logic of goal-oriented, construction-oriented and cooperation-oriented, emphasizes the simplicity of power, system and goal, conforms to the requirements of national development and the reality of grassroots governance, and is a typical practice form of modern minimalist governance.
