The policy value directly affects the preferences of policy tools and the determination of policy objectives. Based on the employment development right of migrant workers, this paper builds a three-dimensional analysis framework of “policy value - policy tools - policy objectives”, and designs the quantitative standard manual and the measurement model of policy coordination degree, the quantitative data of 103 Guangxi migrant workers’ employment promotion policy texts were carried out to objectively describe the real situation of policy coordination from a multidimensional perspective and deeply analyze the path preferences and synergy of the policy coordination of Guangxi migrant workers" employment promotion. The research findings are as follows, the synergy of “survival guarantee” and “development sharing” under the guidance of Guangxi migrant workers’ employment promotion policy value is low; the structure of policy tools synergy is out of balance, the pulling effect of demanded policy tools has been neglected for a long time; the objectives of “employment rights and employment quality” lack collaboration, which affecting the stable employment of migrant workers under the new form of employment; the path selection of realizing the value has a long-term coordinated shortcoming of the “employment rights” path, and so on. Therefore, future research should focus on strengthening the value orientation of “survival guarantee”, innovating the combined application strategy of demanded policy tools, attaching importance to the objectives collaboration of “employment rights”, In order to strengthen policy synergy, and synergistically promote high-quality employment of migrant workers.
